F-1 students who want to apply for a Social Security card must complete the Social Security Letter Form that can be found here. For more information on all the steps that need to be completed follow the instructions found here. If you do not have a job offer you will not be able to apply for a Social Security Card. By completing this form, you will receive a letter verifying that you are eligible to apply for a Social Security Card and it does not mean that you can start working, it is only one step in the process.
